Estate Management
This section is divided into two units, Control Unit and Management
Unit.
1. Control Unit
Responsible in monitoring, researching and reporting any illegal activities
to the houses under National Schemes and Indigenous Landless Schemes, such activities
are as follow:
- Alteration / Renovation of Houses / Reconstruct the actual house
- Build store (temporary/permanent), hawker, fence ( aluminium/wood) and flower
bed
- Animals Breeding
- Business activities such as rental, shops (whether a small business or a part
time business)
If any of illegal activities above occurred/reported, the following actions will
be taken :
i) FIRST WARNING:-
- To stop any illegal activities immediately, within two (2) weeks from the date
of issuing the first warning.
- To stop any on-going constructions until receiving letter of approval from this
department.
- To consult Estate Management Sections (4th Floor), Housing Development Department
within two weeks upon receiving this warning letter.
APPOINTMENT DAYS / TIMES
Wednesday / Thursday, 9.30 am -11.00 am / 2.30 pm - 3.30 pm
- To clarify any illegal matters if submitted applications were not approved by
this department
ii) SECOND WARNING:-
- Warn that electricity supply will be disconnected.
- Warn that water supply will be disconnected.
- Warn that court actions will be enforced.
iii) THIRD WARNING:-
- Disconnection of electricity supplies.
- Copies of letters regarding the above matters will be forwarded to the Law Department.

2. Management Unit
Management Unit is responsible in managing buildings under Housing Development
Department controlled, such as Transit/Terrace Houses and commercial/industrial Complexes.
Their tasks are:
- Processing Applications for the Transit/Terrace Houses
- Research, inspections and reporting
- Preparing Tender
- Preparing Rental Agreement and Guarantor conditions
- Control on the misuse of the Transit & Terrace Houses and Commercial/Industrial
Complexes, such as:
i. Rent it to other person
ii. Taking Commission
ELIGIBLE APPLICANTS FOR APPLY ING THE TERRACE / TRANSIT HOUSES :
- Those applicants who were involved in the National Housing Scheme Projects, and
do not have their own houses or not staying in Government Houses.
- Consented applicants from the National Housing Schemes or Landless Schemes, and
do not have their own houses or not staying in Government Houses.
ACTIONS TAKEN FOR THE MISUSE OF THE TERRACE / TRANSIT HOUSES
Electricity supplies will be disconnected
NOTICE:
All available Commercial/Industrial Sites in Kampong Anggerek Desa Commercial/Industrial
Complexes, Lambak Kanan Shopping areas (Commercial Complex 1 and Commercial Complex
2) and Shopping areas in Kampong Mata-Mata Resettlement Scheme will be advertise
for tender to the public, through the Government Newsletter "PELITA BRUNEI".

Estate Maintenance
The roles and responsibilities:
1. To ensure and supervise contractors upon maintenance and repair works such as:
- House defects, public buildings and other technical or engineering works such
as slope failure and soil settlement;
- Site maintenance, which includes opens spaces, state lands, desilting and rubbish
collections at roadsides.
2. To organise maintenance and repair works that are not included in the contracts,
such as:
- Minor defects executed by internal workforces;
- Maintenance of public buildingsí area, including the community centre and playgrounds;
- Maintenance to several landscaping areas
3. To prepare tender documents for the maintenance works, to organise and perform
quotations.
4. To assess contractorsí performance prior to the recommendations of claims, by
ensuring that work is done and compiled with regulations and agreement in terms of
contract.
