Housing Development Procedures
THE NEW PROCEDURE OF APPLICATION FOR THE DEVELOPMENT OF NEW HOUSES AND RENOVATION
/ ALTERATION OF HOUSES IN THE NATIONAL HOUSING SCHEME, LANDLESS SCHEME AND RESETTLEMENT
SCHEME UNDER THE RESPONSIBILITY OF HOUSING DEVELOPMENT DEPARTMENT
The new procedure was introduced and enforced on 1st January 1998 involving 2
stages of application processes.
FIRST STAGE:
The qualified architect or applicant is required to submit his / her application
direct to the relevant departments. The qualified architect or applicant is also
required to fill in certain forms whereby the completed forms are to be submitted
together with 8 sets of proposal of plans for the development of new house or alteration
and renovation of existing house by the architect or applicant himself / herself
to the relevant departments for further discussion. Any query or problem raised up
should require amendment must be sorted out in this stage. The relevant departments
will issue certificate of Certification of the architect / applicant once the technical
requirement obeyed and specified clearly in the submitted plan drawings. Each department
will stamp " REVISED " to the revised plan and department stamp must be
stamped in the certificate of application.
SECOND STAGE:
The official application to the Director of Housing Development Department will
only be implemented in this stage, ie, after the Certificates of Certification already
obtained from the relevant departments.
The architect or applicant is required to submit all plan drawings those certified
by relevant department together with 4 sets of fresh plan drawings by taking into
account all amendment together with filled in official forms to the Director of Housing
Development Department. The Architect section will register and revise the submitted
plan drawings and the department will issue of letter of approval for the development
of new house or alteration / renovation of house.
The relevant departments to be contacted:
- Architect Section, Housing Development Department, second floor (revision
and checking of plan layout, lighting and ventilation, site Development plan).
- Allocation Section, Housing Development Department, first floor (Certification
of lot number and area).
- Planning and Design Section (Structure), third floor (revision and checking
of structural layout).
- Drainage and Sewage Department, PWD (revision and checking of drainage
and sewage system).
- Technical Services Department, PWD (Quantity Survey Section) (Cost estimate
of proposed home for government servants applying for Housing Scheme Loan).
- Fire Services Department (revision and checking of safety regulation and
guideline).
- Electrical Services Department (revision and checking of electrical layout
plan).
